Builders pulled external internet cable out out of wall

Can I just re connect it myself? Or do I need and engineer to come out and reconnect to external box?x

An 'external box' is part of the national Openreach network, so you're not supposed to touch it.  If it's FTTP that's not possible anyway as repair requires specialist equipment and training.
