Broadband shield and apps

Does anyone know how the shield works with blocking apps (specifically phone apps)? I can't find anything that refers to apps only websites. I am using the social media blocking but it's not working consistently for all phone users in my house. I am using android and others are iphone IOS. Should it apply to mobile specific websites when you block an app say WhatsApp using whatsapp.com as the website name or do you need to use the mobile website URL as well? I know this all managed by a third party and it's not very clear how it works. I am not having trouble accessing WhatsApp via the app but my wife is. It appears to be blocking the website for all of us but I am not aware of anything that would have been set to exclude the app for me. Any help appreciated.

Inconsistently, I would guess.  If Shield is primarily using DNS for filtering then app blocking is necessarily variable because an app may or may not require DNS resolution to function, and this may be different between platforms and even release versions.

I'd also observe that there's a fundamental contradiction between the Apple obsession with user privacy and any form of filtering: Apple essentially assumes that all domestic users of their hardware are adults who do not require a filtered service.
