Broadband connection randomly drops breifly, yet no errors found

Sky fibre to cabinet, no issues for like 6 years, 

symptoms, occasionally internet incredibly slow, Sky Q drops connection (quits out of some apps and stops recording) SKY test shows everything ok (even though if you catch it right, the test cant load because of an error....) other speed test vary greatly. 

Things checked/replaced
Internet speed was going up and down from 55 to less than 1, 

replaced router, replaced cables.

Told to change WIFI channels on pc... (no WIFI card installed??)

Told to move PC closer to router... even though its wired...
Told to.... move router to front of shelf.... cos it can 'help with wired connections'???

disconnected EVERYTHING, factory reset, connected one device, still showed speed fluctuation.

Speed fluctuation ONLY affected download speed.  Upload speed was solid and consistant. Ping seemed pretty stable regardless of speed results. 

Engineer came out, line tests ect came back fine, tried to tell me there was 'wifi conflicts' even though i was testing using only ethernet connection. Much like the call center staff, they were heavy on the blaming of 'wifi' 
Telephone staff even tried to tell me my computer was recieving wifi interference and a sky boost (at my cost) would help even though my computer does not have wifi, and is connected by ethernet.... 

Anyway. Engineer reset some network things, said something about throughput cashe, cleared that, nothing was showing any errors.  New filter instaled (faceplate one) 
Speed seems to have stabalised (so far) 
Sky q still randomly drops connection, and occasionally internet seems to have lag spikes.

Notes.
ALL devices on network are affected, (wifi or ethernet) and still affected when only one device connected. (example, last night i turned wifi off and unplugged ethernet, so only SKY q box connected, still lost connection randomly. 

Currently logging using thinkbroadband quality monitor, (only had a couple hours monitor so far) and only thing to notice is occasional packet loss/massive latency spike once every 20 min. 

Is there anything anyone can think of to check before i have to phone the script readers and battle with them again explaining that wifi is not internet connection, and that the problem seems to lie elsewhere?

I will do, I will give the graph more time though as the issue is sporadic and random, sometimes nothing noticeable happens for hours
