A long awaited refresh, I believe it was supposed to happen many times over the past year, but kept getting delayed and pushed back.
As said, the reason they are larger is to be more friendly across multiple platforms, allowing greater legiblity on phones and tablets. (The overall height is also the same as the programme pointer used on Sky's entertainment channels, so has some unity).
This also includes the update of the Sky News logo that now falls in line with the rest of the channels, and wouldn't adapt well to the previous graphics package.

Actually, if I wanted to see all those graphics then it's better off on the Sky News website surely.
