The Peacock app/content will be available from the 16th of November.

All we know is what is on the press release from Sky, back in July.
Comcast announces Peacock coming to Sky | Sky Group
It was also mentioned in the recent Sky Glass announcement last week coming later this year.
As for your other question, the above press release says specifically for Sky;
Dana Strong, Group Chief Executive Officer of Sky, said, “Peacock will be a great addition for Sky customers with over 7,000 hours of content at no additional cost
Ad-supported Peacock programming will be available to all Sky TV customers at no additional cost, bundled as part of the entertainment membership on NOW and Sky Ticket, and include a wide array of content, including The Office, Rutherford Falls, Saved by the Bell, Equalizer, Young Rock, Kardashians, Suits, Downton Abbey, and more. Over time, Peacock will continue to enhance its catalog of content drawing on the best Peacock Originals as well as NBCUniversal’s iconic library of series and movies.

Ditto for hoping mid November. Already have Peacock US version and working way through the Chicago box sets.
Would be nice to have a date to cancel the US subscription and stick with NOW

Comcast are due to have their quarterly earnings call on 28/10 so if I was a betting man I think that (or round about then) might be when we hear about a launch date then... they announced the Sky expansion at their last quarterly call so seems like a no brainier to announce the date at the next call to excite the streaming obsessed Wall Street types... that also ties up nicely with a mid-November launch.

It certainly makes sense if that's how they announced it before and considering we have heard nothing since.

The only thing recently was at last week's earnings call where did say November - as in this month - but that's it... still nothing else about content line up, launch date or even how it's going to integrated into the Sky platforms. It's very weird to say the least given that this is meant to be a big boost to NBCU's streaming ambitions.

The way it could be used is to add the NBC distributed shows via Peacock instead of months after.

I suspect it mainly back catalogue content like House , Law and Order, Chicago Fire , Bates Motel, Friday Night Lights and Suits etc.
The Last Symbol a Peacock Original which Sky acquired from ViacomCBS (Universal TV is the producer like the FBI Shows) is airing on Sky Max from 18th of November.
Stuff like The Equalizer and Law and Order:OC have expire dates of 31st of July 2025 On Demand and Grimm is 31st of August 2024.
NBC Shows like Blindspot, Hannibal , Chuck ,The West Wing won't be on it as those weren't NBC Owned.

Going from the original press release it suggests it will be primarily comprise of NBCU content.
I expect Sky will probably continue to have their pick of the NBCU portfolio from the broadcast and cable channels whilst Peacock will offer their own branded originals on top of the NBCU back catalogue (also it will be interesting to see if there's any significant cross over with Hayu or whether they keep stuff separate and when Peacock start firing up original movies do they stay there or go to Sky Cinema... lots of considerations there I think) .
I also think having the Peacock service there also probably eases up any pressure on Sky on any obligations to carry NBCU stuff they don't want and throw more resource toward their original stuff.

There is shows that haven't turned up yet on Sky channels that I would expect to like Pretty Hard Cases and Hacks although that could still appear on Sky channels as Sky like to spread out content
I don't see One of Us Lying airing on a Sky channel though.
