I guess it may or may not be in the works: as with everything else involving interactions between UKGBNI and RoI there's a whole bunch of both ancient and recent history to unpack, particularly regarding services such as terrestrial/satellite radio & television distribution which don't stop at a line on a map.  I believe that when BBC3 went from broadcast to online-only it was geofenced in iPlayer and so didn't follow the established reciprocal arrangements between the two nations through which broadcast BBC is generally available in the 'south' and RTE in the 'north'.

IMHO, if NI is not getting BBC3 back, then don't pay the license fee.

The law changed some time ago, a license is needed to watch or record TV on any channel (not just BBC channels).

It is also required to watch anything via the BBC iPlayer platform (except S4C)

Northern Ireland has broadcast BBC3 as one would expect for a constituent part of the nation where the British Broadcasting Corporation resides and is funded: it's listed in the BBC graphic above on Sky 117 (118 on Glass).  This discussion has been about its non-appearance on the Sky EPG in the Republic of Ireland, which is quite literally another country, enforcing its own media regulation and an EU member-state when UKGBNI is not which does have repercussions.

What's that go to do with BBC Three being available in the Republic of Ireland?

Hi guys, I contacted BBC about BBC Three launching in Ireland. 

The BBC said: 
"At this time, no official deal has been made between the BBC and Irish broadcasters but it is possible some deal will be made in the coming weeks to bring BBC Three to Irish TV."

So BBC Three, right now is not expected to launch in Ireland at all.
