@Nat1017 I'm without an subscription at the minute and I've just tried to view QVC HD on channel 660 and I was able to view it. So can confirm it's definitely free to air. As suggested by @nigea99 try a restart of the Sky box. Unplug the box for a few minutes, plug it back in and try to access the channel again.

Just suggesting my first thought....

 

Is the box an older legacy box that would only be able to receive SD? Can the box be tuned into BBC One HD for example, or does that get a message to upgrade to a HD subscription as well?

If has an old Sky Digibox, no HD channels are available. 
Is she getting an error? If it's a No Signal message, it's an issue with her sattelite dish.

I can confirm that QVC HD and QVC Style HD are free-to-air. I took my Sky Viewing Card out of my Sky Q box, and I was still able to receive these channels.

Possible issues summarised: 

Is an old Sky Digibox being used?:

  • No HD channel is available using a Sky Digibox.

What error is the box showing?

  • If it's showing a "No Signal" message, then there's an issue with the cables/satellite dish. 
  • Check the cables at the back:
    • Turn off the box at the mains by unplugging it.
    • Check all cables are inserted correctly and tight at the back of the box.
    • Wait 5 minutes and plug in the mains. Wait for the box to reboot.
    • For HD channels, two cables should be going from the satellite dish to the the box. (Order doesn't matter)
  • If  this doesn't fix the issue, a phone call to Sky and an an engineer visit may be required.

Is a Sky Q box being used:

  • Before/After installation, was a new Sky Viewing Card received through the post?
  • Is the box still using the old Sky Viewing Card from a Sky Digibox/Sky+/Sky+HD box?
  • To check:
    • Press the three dot button on the right of the Home button on the remote.
    • If it says an upgrade is required, the old Sky Viewing Card is being used. 
    • If it shows Apps, this is not the issue.

Is a third-party satellite receive being used?

  • A rescan or retune may be required.
  • Follow the instructions in the manual that came with the receiver.
  • If still stuck, contact the receiver's manufacturer.

Yes, for Sky Digiboxes, Sky+ and Sky+HD boxes. For Sky Q boxes, it says
"This channel is currently affected by a problem with your satellite signal. For help , press (?) 

Great entertainment is still available via your Recordings, On Demand and Apps."

Like any other channel, inclusion in a Sky EPG in Eire would require licencing through BAI (and compliance with EU regulations too).  New channels do seem to take a while to achieve this (if they choose to do so at all).

@Brian+McKenna  Probably because gb aplied for a ROI license /epg slot and got it in time for launch as @TimmyBGood  Pointed out each channel are required to get the required licenses and epg slots if they wish to broadcast in any given area

Perhaps TalkTV will choose not to broadcast (or rather won't apply for an EPG listing) in an EU member state to prove a point?

 

It's entirely up to the owners where they wish their product to be distributed, and hence which regulatory framework(s) they intend to comply with.
