I don't give a damn about having Sky Sport, I don't want to be bothered about any subscription, I just want to buy one F1 GP per time to watch on my laptop wherever I am and have the option to watch on-board cameras for the whole length of the GP.
Is it possbile or not?

No, because that's not how FIA and Liberty Media choose to sell F1 rights to national distributors.
In countries without an 'exclusive television partner' a subscription to F1 TV Pro is available, but that's sold per season and is restricted by geo-located IP address to avoid undercutting much more expensive TV subscription prices.

No I don't have a package, would this work anyway? seem interesting... does it offer onboard cameras that I can watch at my request?

Probably not a question to ask in a Sky forum, given that Sky are paying about £200,000,000 a season to be one of those 'exclusive' national partners.
Presumably there are the usual efforts to detect and block VPN use in place, and they may well not permit subscription payment for 'F1 TV Pro' from a UK bank account or card: countries with a TV partner get the 'F1 TV Access' functionality instead.
