they are advertising Netflix & broadband for £19 & charging me £60 for broadband only - the 18 month term ran out in October
shall i just cancel as this is not the way to look after clients...?

What you've seen is a new customer deal. As you're not a new customer any new discount you negotiate is still going to be more expensive than that of a new customer. All providers are the same now and the very good discounts we came to expect have long gone.

Up to you whether or not you cancel. The deals being advertised are for new customers so you're not eligible for those. But you may be able to negotiate a discount, subject to 24 months minimum term, if you give Sky a call.

Sky are wise to people that do this as the address would be the same so I'm not sure it would be possible to do this and if you did cancel you would have to return the equipment so there would be a period of you having no broadband.

No.
The £19 deal is for a Stream box, TV sub and NetFlix - no broadband at all.

The cheapest for Sky Broadband and Sky Stream (subscription television) appears to be £36. Sky does not bundle Netflix with broadband.
