Why do you need my card to talk to a team

I'm extremely unhappy that I can not talk anyone about the problems I keep having with your company apparently it's down to your coustumers to help each other out. In that case does anyone one any broadband companies that actually engage with there customers? My bill is paid yet I'm still restricted and can't talk to anyone till I set up a payment plan (I already though was sorted) yet I press 1 as the robot told me to and it didn't even recognise it ive tried 6 x this morning
