If you had TV and broadband from Virgin then Sky wouldn't be able to cancel the Tv part of your Virgin contract.
The reason another ISP can cancel and switchover your broadband service is due to OFCOMs new One Touch Switching process. Whilst this should lead to your broadband being automatically cancelled with your old provider recent reports have shown some companies are been having teething problems with the system meaning that in some situations the old provider hasn't cancelled the service or the new provider has been unable to setup the service.
I'd suggest contacting Virgin customer services.
