There are a few threads on this topic, but none have a valid conclusion.
Additional users, should be defined as "Secondary Sky iD" and NOT "Autorised Sky iD"
I have spent nearly an hour on the phone trying to get someone that could actually help.. no luck, in fact I'm appalled at how bad the level of support was and the number of times being passed from one person to the next.. That aside..
The attached image shows the "Additional users" view.
One user, created many years ago is correctly set as "Secondary Sky iD"
Two new additional users appear as "Autorised Sky iD", not what I want.
Using different browsers, clearing the cache, using a new email not already know to sky acc. etc.. None of these make a difference.
Somewhere in Skys backend setup, changes have broken this process to default any new additional user to "Authoised Sky iD".. no option to choose and certainly they don't default to "Secondary Sky iD" as per the insistence of one person I spoke to from sky support. The proof is per the two new additional users that are set as "Authorised Sky iD".
I really hope someone with real understanding and knowledge of this process can fix it. OR provide the correct process to correctly generate the linked user as a "Secondary Sky iD". The Sky website is quite awful for looping around trying to find acc. linking info. and correct URLs.

I'm going to answer my own question, following further reading and some trial and error....
I have managed to now add the same users that were previously "authorised Sky iD" with lower permissions of "secondary Sky iD"
You can simply remove the users from you sky "additional users" section and re add them using the link URL where using the "9 digit viewing card number" NOT your "12 digit Sky account number"!! is available.
Correct linking page: https://skyid.sky.com/serviceSignup/skycomlinked
Three options here:
1./ 12 digit Sky account number
2./ 9 digit viewing card number
3./ Last 6 digits of the bank account number you use to pay the Sky bill.
Using option 2, the 9 digit viewing card, this will result in an additional user as "secondary Sky iD"
Incorrect linking page: https://www.sky.com/linkmyaccount
Only two options here..
1./ 12 digit Sky account number
2./ Last 6 digits of the bank account number you use to pay the Sky bill.
Using either of these two options will only ever result in an additional user as "authorised Sky iD"

If so to do this which was posted previoulsy be another member:
Head to https://sky.com. Make sure that you are not logged in with any other ID and click on Sign In. At the prompt for your username, type in the email address for the new Secondary ID. Assuming that this is an email address that Sky have not seen and registered before, you will then be prompted to create a password. Once you have done this, the new account will exist but will not be linked to anything.
When the new user ID has been verified and logged in, the "Details" section will offer a link to associate the ID with a Sky Account. DO NOT CLICK ON THAT LINK. It will make the new user ID an Authorised ID on your account and the owner of the new ID will be able to subscribe to new products, change billing details and do all the things that you probably don;t want them to do.
Logged in as the new user ID, head to https://www.sky.com/pages/sky-id-setup. On this page, there should be three options. The first is "Watch Only". This is the link that you need to add a Secondary Account. Clicking through that link takes you to a page that requires the Postcode of the address of the Sky account, and one of either the Account number, the last digits of the bank account that pays the bills or the Viewing Card number. I have seen it suggested that using the account number or bank details will generate an Authorised ID but I haven't tried that. I do know that using the Viewing Card number on this form did successfully generate a Seondary ID
When the new user id is associated with your account, the main account authorised user will receive an email telling them about it. That email contains a link which says that you can manage your account additional users by following it. Naturally that link does not work. To manage the additional users on your account (which means view and/or remove rather than anything that I would interpret "manage" to mean) you need to head to https://www.sky.com/myaccount/my-details and scroll down until you reach the "Additional Users" section. If using the mobile App, click on the profile picture icon and choose My Details...

I have followed these instructions however it has added the additional user as a Authorised Sky I'd rather than secondary Sky I'd......any ideas how to change this?

You did well! I'm cannot for love nor money add myself as an additional user on my father's account. He has tried and so have I. The whole process simply goes around in a circle leading back to where you started where there is no way to add an additional user. He has one additional user there which is another email address of his own, which I don't want to remove in case it has anything to do with his access to Sky Go etc.
I've even gone through the whole process with Sky staff over the phone and they actually hung up because they couldn't find a way to make it work either.
At this point i feel like we're being gaslit by Sky because this "Additional users" feature is set up as impossible to achieve.

Hi Sian42,
Did you go through this process....
In Help section type "Create a Sky ID for an additional family member"
You should then get 6 choices. Select "Help with linking your Sky ID"
Then select "I want to give / change access to friends and family"
Follow the process......might work.

Me too! I have actually lost the will to live!! Why on earth is the account system so difficult to manage with Sky!? All I want to do is add my husband to our Broadband account - I've been trying for 2 hours and none of the guidance is fit for purpose!

At last I have found somebody at Sky who knows the process.
Once you have created the new Sky ID you don't need to do anything else on the website.
Log into the Sky Go app with the new Sky ID. Once logged in it will ask you if you want to link to an account, then input the required information.
Took me 5 minutes to add a family member 😁
