You can't cancel on a public forum, you need to contact Sky directly to do this.
To cancel all of your TV subscription, if you’re out of contract you’ll need to give Sky the required 31 days notice. The T&Cs state you can’t cancel when still in a minimum term deal unless Sky agree. If they agree you’ll have to pay the remainder of your discounted term.

If you cancel correctly you should receive a confirmation email from Sky.
If you’re cancelling Sky Q don’t forget to keep you proof of posting indefinitely when you return the equipment. Return packaging will be sent out towards the end of your notice period. If you are upgrading to Sky Glass, the return equipment will be sent out towards the end of your 31 day cooling off period for Sky Glass to make sure you don't want to switch back.
To cancel Sky Broadband and Sky Talk totally, or if you’re moving to a provider like e.g Virgin Media who don’t use the Openreach network to provide their service, you'll have to contact Sky and give the required notice of 14 days, but if you are still in the initial 18 months deal Sky could impose cancellation charges. If you are changing to another provider who also uses the Openreach infrastructure then join up with them and they should contact Sky on your behalf.
You’ll need to return any loaned routers to Sky, so it’s important you get proof of posting and keep it indefinitely. Return packaging will be sent out to you near the end of the notice period.

Note that if your within a minimum term (most Sky contracts have a minimum term of 18 months) for the service you wish to cancel you may not be able to
Also note you have to give the required relevant notice to cancel which is 31 days for tv and 14 days for broadband

If in ROI make sure the flag in bottom right hand corner is set to ROI and refresh the page before selecting an option
for reference cancellations are only confirmed once you have written email confirmation, also remember that if you are cancelling sky q or stream (where stream was ordered on or after 23/02/23) completely all equipment will need returning so make sure when sending back you obtain and keep very safe and indefinitely proof of postage, also note that billing continues as normal right upto and including last day of notice period and must be paid, any overpayment for days beyond termination date will be refunded within six weeks of termination date or you can call sky and they will refund within 3-5 working days once the credit is showing on your sky account
apparently best times to call are first thing in the morning 7am or last thing at night 9pm

Your first post says your Mum is trying to reduce her bill then the next one says yours trying to cancel your husband's subscription which you can't do. He can though unless he's in a minimum term deal and Sky don't allow him to cancel.
Regarding your Mums account, her discounts may have recently expired or be ending very soon. Sky will have told her the date the discount was ending when she took it out. She could compare a previous bill to the latest bill and see where the amounts differ

If her discounts have ended she can contact Sky Ireland to try to negotiate a new deal or potentially amend the package which will now require a 24 month minimum term contract. Sky are not obliged to offer her another discount, in fact recent posts on here indicate that significant discounts are no longer being offered. If she is offered something acceptable she needs to be prepared to agree to it there and then because if she decides to think about it the offer may no longer be available when she calls back.
