How to speak to someone at sky if I don’t want to reactivate my account

Today I received a letter from sky after we haven't been a customer for 12 months, saying we owe £40. I cannot speak to anyone at customer services on the numbers provided unless I want to deactivate my account, which I don't. 
does anyone know how we can speak to someone about this bill?

What else does this letter say, so does it say how they are goung to take the payment or how they want you to pay it ?

This is the letter they have sent me.

no matter how I've tried to speak to anyone, we just keep getting the same answer, which is to reactivate our account by paying the bill.
