I have a second sim which I only use as an emergency backup number to RECEIVE calls only. It is in my Samsung tablet.
My main sim is in my Samsung phone.
Is a monthly fee payable to Sky if I never make calls on a sim?

As soon as this sim is activated then the monthly fee is payable regardless of what you use the sim for.

They sometimes offer low monthly charges on some SIM's. (Even 'free')
