I have been charged but my broadband hasn't been connected yet, therefore not using the service.

Came out of my account on 6th and broadband is being connected 15th

If it does then you will have to call Sky about this.
150 is the free number to use from a Sky Mobile phone otherwise under "Need more help ?" link at the bottom of the page on this link is the number to call Sky on:

I didnt get connected till the 3rd of January but was charged 40 pound back in December why has this happened

You will have different installation and thus start dates for TV and broadband/phone.
Which TV product did you subscibe to? Sky Q, or Sky Stream/Glass. Note with Sky Stream/Glass the service auto activates 14 days after delivery if you haven't manually performed the setup and activated it. Sky Q should activate on the installation day that the engineer delivers the box, and teh viewing card is put in. Sky Broadband activates on the day your services go-live and are switched over from the current provider to Sky.
