Astronomical monthly bill £130 a month plus
My mum is out of contract and she is paying an astronomical bill for very little from Sky. Even within contract she was paying £120 a month.
She has just the sky normal channels plus netflix for over £40.00 and is also paying £15.00 for Sky HD and Ultra HD and an additonal £46.00 for broadband, then £17.99 for anytime calls (and she is still being charged for daytime calls).
New customers seem to get Sky and broadband for around £35.00 a month. I'm sure her package (without ultra hd) should be around £50.00 tops.

As she has no doscount then she could be paying the list price for her services so she needs to call Sky to see if they will offer her a new discount if she will agree to a new contract.

Existing customers won't get anything like new customer deals. New customer deals are always cheaper ( and sometimes providers lose money of them) as it's harder for providers to attract new customers. When out of contract customers will pay the list price for each item they are subscribed to.
All you can do is either call Sky and try and negotiate a new 24 month contract ( for which you will get some discounts off the list price) or switch to another provider for 18-24 months and then switch back after that.

If she's out of contract, your mum will be paying the standard list price for her services. She could call Sky to see if she can negotiate a new discount deal.

She is simply paying list price for being 'out of contract'.
£50 is probably a bit ambitious in today's climate. She either needs to negotiate a new deal or move elsewhere (where those new customer rates are available).

By removing Sky ultra hd and anytime calls they have said they can do the deal at £71.00 a month. Do you think this is a good deal?

Only you can decide if that represents good value for money for you. The standard undiscounted price for Anytime Extra calls is £17pm but that means you'll be paying for all calls if you've moved to Pay As You Talk.
In addition if you haven't accepted that offer there and then it probably won't be there when you call back.

Making anything over one hour of outgoing calls per month at the outrageous PAYG rate will cost more than the Anytime subscription. Unless the user knows exactly what they are doing it's a really good way to run up a very substantial and unexpected bill.
