It your responsibility for you to contact Sky to cancel you Sky stream, giving them 31 days notice. Whether you have used it or not if you have not contacted Sky you are still in contact with them until you do so and given the 31 days notice. Billing will continue until the end of the notice period. You refer to email that Sky have sent threatening referral to debt collection service, this can't be the first email you have received about the outstanding bill as Sky send emails out as soon as a payment fails which probly for you was when your direct debit was cancelled ., did these not give you a indication that you contact had not been cancelled. As you are now in arrears and Sky have restricted your service you need to pay the outstanding amount in full , and until that happens you will not be able to contact Sky, as phoning them you will only be greeted with a message to pay the over due amount. I think also even though you are no longer using the service you still have put in another continues payment method like direct debit because as I said above you are still in contract and you billing will continue till of end of your notice period. I beleave Sky will also not accept your cancellation of your service until the the outstanding debt is paid, I should also add should Sky refer your account to debit collection service as the there email has threatened extra charges may be applied by debt collection people.

You need to cancel Stream with Sky if you are no longer in a minimum term deal. To have any chance of that you need to pay what you owe to Sky. By not cancelling you still incurred the charges. Once you've paid what you owe you'll be able to call Sky.

If you are able, then I would make sure that you cancel your streaming service a.s.a.p. There is a good chance that Sky will not allow you to cancel (or even talk to you) until you have paid off your debts. As you have found out, the switching service has always been for broadband and home phone only. You agreed to pay Sky (T&Cs) but there is no obligation to use the service.
