You'll need to engage a local handyman. The dish and cables are a homeowner's property and responsibility.

Just for information, Sky satellite television contracts have always transferred ownership of dish and associated cabling to the householder upon installation specifically so that Sky isn't responsible for their removal in subsequent decades.
