Disable PIN - not legally required in Ireland

I've seen many threads on here about disabling the PIN and the advice is always that it's required by law and OFCOM require it. This is not applicable to Ireland. Why can Irish customers not have the option to disable the PIN?

The Irish regulator has a similar requirement.

Service providers "shall take appropriate measures to ensure that programmes containing content which may impair the physical, mental or moral development of children" is restricted by methods including "the provision of parental controls, including restricted modes and PIN Access."

No country in the world has unrestricted television broadcasting: it's a basic function of the nation state to exert a degree of control over such content during the daytime when children are assumed to be watching.
