My signal strength on my skyQ box says 70 and quality 90

if the strength was 90/100 would this improve picture quality?

It's a digital signal a series of 1 & 0's, you either are receiving them or not. If your picture isn't breaking up or your not losing channels then your signal is fine.

the quality and strength that you see is not showing from the chanel you are watching it's showing from a test transponder on the box

No: 'picture quality' is a complex product of (amongst other things) the initial image capture, processing, resolution, bitrate, compression, refresh rate, viewing conditions, the silicon in the devices involved and assorted aspects of the panel on which the image is being displayed including brightness, contrast, colour reproduction and motion handling.

Satellite signal strength and quality are two of the few variable factors not actually involved.
