Yesterday evening with the strong winds buffeting my Sky dish the picture broke up. Using the iplayer and itvx apps in my Sky Q box I was able to watch live TV. Does mean the dish is surplus to requirements?

You cannot use Q without a dish.

As you note some services are delivered by the internet.

If the picture break up continues after the windy weather passes you'll have to call Sky and arrange for an engineer to check the alignment of the dish.

As @PandJ2020 points out SKY Q needs a Satellite Feed.

It can be confusing - Live TV channels are delivered via the Satellite (including UHD live Sports) but Catch up, On demand & the apps use the internet.

Even if you only used catch up /On Demand and the apps it still needs to be connected to a dish as there is a periodic 'keep alive' signal that only comes via the Satellite

(The newer SKY Stream service is internet only)

You could watch BBC and ITV, yes, because those broadcasters choose to put a live stream into their apps on Q. The vast majority of companies on the platform, including Sky themselves, do not do so, and live content from them only arrives over the satellite dish.

As @nigea99 indicates, all Q box functionally will eventually cease without a satellite signal once the time limit for operation without a broadcast subscription verification expires.
