Looking to sign up to sky

Sky basic and sports £35

To watch EFL Leagues

But I don't have a TV

Can I set it up ony laptop or mobile

It does mention mobile app but not how to

Join it

Sky Television is inherently based around hardware boxes for output to an attached screen (or projector)

In theory you could get a subscription to Sky Stream and throw the 'puck' in a drawer to be automatically activated while actually viewing through the Sky Go app, but that's a really clumsy and expensive way of accessing Sky content: also note the Go app is now antique and not particularly great in either UI or resolution (as it's very much a legacy add-on rather than a primary subscription product)

As @nigea99 indicates, 'Now' (which is also a Sky Group company) may well be preferable: the Now app was recently updated to be a full Comcast platform.
