Mobiles don't tend to have static IP addresses so that would be impossible anyway, what you presumably mean is how to stop someone from accessing your WiFi and for that you simply need to change the WiFi password from the MySky App.

The Parental Controls in WiFi Max can restrict a MAC address (which, unlike IP addresses, are less likely to change)
