Technically you can always refuse a particular installation, but then an individual ISP doesn't have to provide service.

As the Universal Service Obligation provider, BT is required to quote for connecting the address, but not to pay more than their standard amount (currently around £3,200)

Perhaps be aware that if there's a live order for FTTP and Openreach or a subcontractor turns up at an unoccupied address, it's not unknown for them to go ahead with external installation without waiting for further instructions.

Unfortunately nothing you post to this forum will reach them.
