The developers put the basic infrastructure in place to allow City Fibre or Openreach in the UK to carry on the process. The developers then register the property on a database. My sons new build (Taylor Wimpey) was registered quite quickly but some developments have deals to only allow a particular network therefore just one ISP , Perhaps check with the site sales office if it's still there.
