Why have i only got 23mbps. I only have 2 phone wires comming in the front door. No internal new box like other people have

So presumably you are on an FTTC connection rather than FTTP.

Have you established whether FTTP is available at the address?

The national rollout, with the aim of having 85% of addresses within reach of 'full fibre', has another year to run.
