topic fluctuating WiFi Signal in Broadband

On the Home WiFi inspection section of my phone wifi, it shows four BSSID signals, two from our Hub and two from our extender. The 2.4G signal from the hub is pulsating on and off and resetting the hub has made no difference. Is this normal, or should I be concerned. We do appear to have occassional micro signal dropouts which seem to effect file downloads.
