I've just changed to Sky Broadband Max Hub and need to connect my laptop that demands WPA3 and other devices that will only operate at WPA2. Can I configure the router to work at both WPA3 and WPA2? Or how can I set up a guest network to connect to the WPA2 devices?

WPA3-T ('transitional') is intended to let WPA2 devices attach at the lower level while keeping WPA3 for WiFi 6 clients.

No domestic Sky Hub has a 'guest' mode: for that you'd need to acquire a separate access point (not a second router)

Thanks @TimmyBGood for the explanation about WPA3-T. My Sky Hub security level is set at WPS3-T but I cannot connect to the Give Energy dongle (WPA2), which enables connection to the PV solar Inverter. Give Energy are working an upgrade but no timescale available. Unclear why the WPA2 dongle connects then drops out and fails to reconnect.
