Something is clearly wrong and if replacing hubs etc has not cured the issue it is likely something in your home. There is a fault which can block connection for periods where the server managing your connection stops routing data but that would clear after a hub change. On your devices if you type 192.168.0.1 into a browser does the hub's interface load? Do you have a second router in the network perhaps actingvas a wifi extender? The reason for asking these questions is checking if there is an issuecwith IP addresses. To work all devices connected either need to becset to receive an IP address from the hub or if using fixedcaddtesses they must be innthe range the hub can see which is 192.168.0.2 to 192.168.0.253.

If you have an IP,address conflict devices will look to be connected but no data flows. Causes of conflicts can be a second device giving out IP addresses hence the question about a second router
