&lt;P&gt;Those speeds suggest either ADSL or very poor FTTC, and unfortunately the copper portion of both is susceptible to degradation from moisture and mechanical effects.&amp;nbsp; I doubt you have a Guaranteed Minimum Download Speed on such a bad circuit.&lt;/P&gt;</description>
