If it is a telephone or fibre cable then it is likely the people to contact are BT Openreach who provide the infrastructure to many providers

Is this cable coming from a roadside telegraph pole?

If so, as mentioned in post above, best to contact Openreach.

If it helps, I just phoned a number in the Openreach chat box to report the cable to our house was down (but still connected), and they seemed to deal with it well. Now waiting for the engineer which will be in the next 4-6 hours.
