Probably not: safe working practice isn't intended to be 'got around' anyway (and doing so would typically be a disciplinary offense).

I suspect you'll need to wait until a report has gone into Sky to see what might be possible: even with an access team to tackle the height issue, the drilling will still be an obstacle.

I moved into a first floor flat a few days ago and had arranged for fibre optic to be installed. An engineer came a few days ago to sort out the external box. He told us that to complete the job an engineer would drill a small hole and connect us.
The engineer came today. Wasn't happy with the position of the external box and said he wouldn't be able to access the flat as his ladder wouldn't reach two floors up ( there's a basement flat ). When he came into the flat to find out where it was going, he said it wasn't possible to go through internal walls because of hidden wires and pipe work. My husband is livid because I should have questioned the engineer. I have absolutely no idea about the installation and hope that the engineers know what they are talking about. Have I been fobbed off? Could he have got around the height issue?

Putting the address into the BT Wholesale Availability Checker should bring up any previous Openreach notes.

https://www.broadbandchecker.btwholesale.com/#/ADSL/AddressHome

It's the table and the two text lines below it which are most useful.

Remove any personal information (such as the address itself) if you post an image.
