I'd add that if it could legitimately be considered a safety hazard then Openreach can be contacted directly, although they are rather busy right now and won't be very happy with purely cosmetic issues being reported.

Hey I'm just wondering how much will it cost for a engineer to fix a loose internet cable that was caused by the high winds last night that actually blew top part of the internet cable attached to my house? It's just needs repair and reattached.

I suspect Sky can't and Openreach won't do that, even if you were prepared to pay them. Typically it's not possible to book a visit unless the actual broadband service is faulty: neither company does preventative maintenance at customer addresses.
