The positioning of the puck is only relevant as regards to receiving a decent signal from your router if using WiFi.

It'll work anywhere, on top of other equipment, any type for shelf as long as it gets a stable signal.

Using WiFi, get an analyser on a smartphone and check your router is transmitting on the clearest channel.

If you can, connect with an ethernet cable and turn the WiFi off in the puck.

Running HD content it only requires about 8 Mbps of bandwidth, but that has to be consistent.

Also is your router in the same room, or elsewhere?

It is essential that you provide it with a fast (25Mbps+) and stable connection in order for the service to function.
Have you checked the speed the puck is receiving? To do this, open the Netflix app, navigate to the get help menu (top left by clicking on your profile avatar) and then run a network check.
