I haven't got the exact bit of legal rubbish to hand for quoting but I'm sure there's and allowance of up to 15min delay for live streams, this was to account for saying football matches or live events having a slight delay for processing (Inc filtering out profanities).

Also the updated definitions account for watching any live stream through any broadcast medium, online, terrestrial etc.

Having any sort of TV service that's capable of live streaming and not having a TV license would put you in a very difficult position defense wise.

Many many years ago, I was young and stupid, I let the TV license sales man in and he went through the TV etc screwed.

I'm not so adventurous these days and I just pay it like a good little obedient Brit.

But if I didn't I'd just say no thanks and shut the door, or just not answer the door, also there's no legal requirement to declare that ones not needed and they can't enter your home unless you let them.

Search for chillijoncarne (that's not me btw)

@Okivia As discussed many, many, many times in this community you need a TV licence to watch any Live TV or iPlayer content.

It is irrelevant that live TV is slightly delayed on Stream as the same argument could be applied for Satellite or Freeview delivered channels as they also have a delay.

@Okivia

The Government definition is

You need a TV Licence to watch or record programmes on a TV, computer or other device as they're broadcast, and to watch on-demand BBC programmes on iPlayer.

https://www.gov.uk/find-licences/tv-licence

While this is now rather old and hasn't quite caught up with the basic fact that all digital transmission-reception-processing has some degree of delay, as @GD1 says it's rather unlikely that's going to work as a defence in court because the intention of the wording is quite clear.
