I am acquiring a boat for cruising and holidays on the English waterways. Can I just add a puck to on-board TV as another "home" screen. It'll be like a caravan on water

No. Sky Stream pucks can only be used at the registered home address of the account holder.
You can use Sky Go on a mobile device instead or subscribe to NOW TV for the duration of your boating holidays.

I thought that that was the case. Sky also doesn't allow casting onto a TV.

No. Buy an Apple TV 4K box for the boat and add the Whole Home subscription to your home registered package. Use the Sky Go app on the Apple box to view Sky content from your Sky Stream subscription as well as any other apps you want to download to it.
