No you need the base TV pack to be able to watch non premium channels on Sky Stream

Actually yes, because Sky Arts is unusual in being on both Freesat (143) and Freeview (36) as well as the Sky subscription platforms.

(Although the more limited Freeview regional distribution booster masts don't carry it - it's not on ours)

What you cannot do is watch any streaming service through a Sky Stream puck without a Sky content subscription.
