I am in the UK and I still cannot purchase Jumping Jack Flash

My guess is that there is some sort of rights management issue going on.

It wasn't on this particular movie but I recall reading that with older / not bought very often type movies, it isn't worth the streaming companies paying for distribution rights if they think it won't be popular enough. I'm only guessing on that point

I notice you can get hold of the DVD cheaply if you have a player.
