When I try and rent a film from Sky store I get a message saying I am up to my spending limit even though I have never set a spending limit

All counts have a spending limit on them to prevent overspending so you have either hit yours or the level is set so low it is preventing you from ordering or renting anything as it could have been set at £0. Either way you will have to contact Sky Store support about this:

If you log onto Skystore.com you check you credit balance in your My Account😉

I don't think the credit balance is what the OP is looking for as it is the spending limit on the account/viewing card.
