After paying for my mobile phone sky are still charging me £18 a month why

If you mean you've paid the balance off for a device you will still have a data plan until you cancel it.

Yes I have paid off my balance but do I still need a data plan with sky or can I go elsewhere to possibly get a better one

You can cancel the sim if you've had it 12 months or longer. You'll need to call Sky to cancel it & you will lose the number. You can't cancel it here or online. Dial 150 from your Sky mobile. If you haven't had it 12 months then early termination fees will be applied.
