I got this message from sky after I complained about the terrable service I was getting with internet on mobile. They confirmed that a mass was down in my area.

Not sure why they have sent you that as that is the settings needed for your phone to access the Sky mobile network, so if a mast is down meaning you can't make calls or use mobile data those settings are not going to help.

If available you might be able to use Wifi calling in the meantime to use your mobile when it is connected to a wifi network.

No need to apply APN settings. (I presume Sky initiated a send of these settings - you can trigger it yourself from your account)

You'll need to wait until the mast is fixed.
