WiFi calling not working

I have a new iPhone 17 pro all settings are set to use WiFi calling but it doesn't work. It shows it's calling but there is no ring tone and call does not connect.

i have EE broadband. In a rural setting so poor phone signal I need this to work for my business calls.
I've tried resetting the network connection but no change.

any ideas?
