Unable to ring Hungary

I had a few issues with sending txt messages to a friend in Hungary, they wouldn't go through, now when I try to call a car hire company at Budapest airport it says they can not put me through. I got new settings sent and turned on Data roaming as suggested by Sky , then turned phone of and on again but still no change

If you are in the UK then calls to numbers in other countries are not included in your package so what is your spend cap set at because if it is to low it can prevent such calls from being made.

The call itself is 25p per minute or 6p if you have the international saver add on.

So where are you ?

Sorry for the confusion, no I'm not in Hungary at present I am in the UK, also I don't have a spend cap turned on .
