    <description>&lt;P&gt;Hi,&lt;/P&gt;&lt;P&gt;&amp;nbsp;&lt;/P&gt;&lt;P&gt;I am based in Ireland and have been trying to call a Dutch number of a hotel to amend a booking and it does not connect and says if I have set a spend cap to review. I have no spend cap on my account and as far as I know the European regulations allow all EU member countries to call without extra charges?&amp;nbsp;&lt;BR /&gt;&lt;BR /&gt;&lt;/P&gt;&lt;P&gt;If anyone else has had a similar issue how did you resolve?&amp;nbsp;&lt;/P&gt;</description>

&lt;P&gt;You may be thinking of &lt;STRONG&gt;roaming&lt;/STRONG&gt; within the EU, where a user from any member nation can access their home data/calls/text allowance at no additional cost when they are actually in another member nation.&lt;/P&gt;</description>
