If I was to purchase the iPhone 17 Pro Max on bill pay with the sky SIM card and data plan. I assume the phone will come locked until the plan is paid off. Assuming the phone is locked to sky, could I use a Revolut eSIM while travelling in America ?

Hi @Dylster all phones supplied by sky are unlocked and work with any network.

Just to clarify as I'm a worry freak, even on bill pay and switching to a sky sim (it doesn't allow me to get rid of the sim when trying to purchase the phone) the phone will still be unlocked ?

Don't activate it and you won't be charged.
