SOS only on Sky SIM while abroad

I have a physical sky SIM on my IPhone 15 pro

it refuses to join the network an just says SOS only.

ive tried removing the spend cap and other issues. I don't want to data roam given the cost per Mb - I have a second eSIM for data.

but I do want to be able to make and receive calls and SMS.

any ideas?

Gone through all that

can't chat to a sky support as online chat unavailable

so it's either a steep roaming call from someone else's phone or I'm stuck.

Just to confirm you have tried selecting different networks @jestersdead and the sim application/sim toolkit changes ?

edit. A customer posted last week that they had a good response from instagram.
