Roaming passport random activation

I'm currently abroad using the hotel WiFi and whilst doing this I have been advised that roaming data has been activated. My mobile data is turned off so ghost can that happen?

Did you make a phone call or sent a text message. If not then did you turn mobile data and roaming off before you left the UK ?

Roaming is more than just data.

Use airplane mode as this will prevent cellular connections (you can still use WiFi).
