There seems to be a misunderstanding here about this as having a new sim does not automatically stop one with a different number from working or even cancel it so if this is what they told you then they are incorrect. Only a replacement sim which would have the same number to the one that is replacing would stop the other one. All new sims come with a new 12 month contract.

If you want to put in a complaint you can do to as per this:

A few months ago I called Sky to change my mobile number due to harrasing/threatening calls. I was told on the phone that they could only send a new SIM card in order to change my number. They said that as soon as i registered my new SIM the old one (old number) would disconnect. This didn't happen! Not only was I being charged for 2 numbers but when I called up and explained I wanted it cancelled and was angry that I had been paying extra for a service I wasn't using they are now charging me for terminating a contract early!? Apparently my new number is a brand new 12 month SIM cobtract. I was not told at any point I was going to be entering a new contract. I asked for a new number there was absolutely no discussion of a new contract. Other mobile providers change your number straight away when you're getting harrasing calls. I used to work for carphone. I know how it all works. It's been a nightmare trying to speak to someone about this. I've complained and got nothing back
