Data Roaming not working in Germany

Hello, my data roaming will not work in Berlin, I have tried everything, switching off roaming cap, setting spend cap to £100, downloading network settings, honestly haven't got a clue. I have an iPhone 16 max pro and it is showing 5G but it will not load anything only works on WiFi.

I have the same problem from Cologne down to Nuremberg. Have followed guidance and requested network settings. It's been a day and still no network settings received. The mobile / 4G signal is intermittent so can be trying to navigate in a city centre and my phone goes off line which is really annoying. Have looked on the O2 de website but not easy to figure out service status unless you are directly on O2. Hopeless ... sorry no solution provided.

I am in Germany and nothing on my phone works when I am out of the hotel and not on wifi
